A 56K is suitable for some of the lower bitrate connections. The fact is that an analog modem can not keep up with the stream they are sending. And 32 kbps sounds about the cut off for a 56K because the max you could connect at is 53K then you have some overhead or lag which will bring you down, but if you want to be able to surf the web you may even have to go lower than that 20 kbps.
