4 Mounties, gunman die at Alberta drug site
Suspect surrenders after Quebec police officer slain

When these officers go out on a call, they don't know what kind of weapons the criminals have, and neither do they have an arsenal truck following them so they can pick and chose what weapon to use.
They have to do with their sidearm, which has to be up to the task.
You can't expect an officer to carry everything with them, they would be so weighted down they would be unable to perform their duties.
