That's got nothing to do with the out_mp3.dll configuration.
It all depends on the MP3 Encoder you have installed in your system dir.
The default with Windows is the Fraunhofer IIS codec (l3codeca.acm)
However, this is the limited free version.
You have to register / pay for the full unlimited version.

Alternatively, use CDex to rip 'n' burn / convert WAV to MP3 / etc.
