mimicking milkdrop translations with sm3 shaders

Do you think it's possible to exactly copy milkdrop's color translation, that takes a colored objects and smudges it as it it was liquid paint using sin/cos formulas and a translated pixel fade time?

is it possible in any game with SM3 shaders?
