5.8 changelog does have this line

* Replaced: MP3 Decoder now mpg123 based (instead of Fraunhofer)

iirc, AOL had a special deal with Thomson/FhG for the mp3 decoder and aac encoder.
Audiovalley/Radionomy doesn't have any such deal.
