i'm not sure what you don't understand? in winamp, it doesn't matter where u rate the song, it will enter the rating in the winamp DB. if you also want the rating in the tag for files that support that, you need to adjust the option to prefs i mentioned. if you rated stuff PRIOR to setting that option, then "re-rate" everything (sort the ratings column, and do it in chunks).
the backup tool should be able to keep your ratings, as long as the filepath for the songs doesn't change, (if you aren't saving to tags).
