They are just RGB but with larger values to solve math problems when they are applied to the skin. With 8-bit values there would be some duplicate colours when they are shown with the 8-bit values of the skin graphics.

Well I read that somewhere (probably the colour editor thread) so if I am wrong will someone please correct me.

If you want to convert from the RGB to these values just do x/255*8192 and then subtract 4096 if it runs from -4096 to 4096.
