Shortcut Keys Question

Hi... so lets say im in game [CS] and i want to change a track or speed it up how do i do that ? Lets say a combination with Ctrl + Alt + Mouse5 -> speedup [when holding longer than 1 second] and next track when just clicking ?? how do i do that
