ID3 to PHP (bing whooop!)

If anyone could give me a hand in some C++ programming they would be my best friend forever...


I basically need a small winamp plugin that after noticing that a song has played half-way through will send a string containing id3 and file info for that tune to a php file on the net.

ie:
every second:
if(song_cursor > song_length/2){
if(a_url_of_the_users_choice\php_file?artist=the_artist&song=song..etc){
\\good stuff the php page returned "1"
}else{
alert("Error in connection to webserver"); \\php returned a "0"
}
}
end of code that executes every second


of course thats not real code, its my logical way of showing how i would want this simple sucker to work. I have never even touched C++ before, and I dont have any compilers either.
