Shoutcast Buffer Looping

I'm running 2.76 on a Dell 8100 P4 1.4 128MB RAM connected to a 768K DSL line. When streaming audio ranging from a 24kbps feed to a 128kbps feed Winamp is always buffering. On the 24k feed it goes from 99% to around 93% and back up, only to repeat the same thing when it reaches 99%. On the 128k feeds (happened to both smoothjazz.com and club977.com) it will drop down to around 20% and fill back up before dropping back down. At times the buffer will be completely empty and a music skip occurs. The buffer itself is set at 265K and both pre-buffer settings are at 100%. I am running Sqrsoft Advanced crossfading plugin and Audiostocker. If there's anything I'm leaving out, don't hesitate to ask.

First of all, try it with WaveOut and/or DirectSound Output, instead of SqrSoft ACF, just for troubleshooting purposes.
Also try it with Audiostocker disabled.

If the problem persists, try lowering the pre-buffer sliders.
I have mine set @ approx 75% and 80% respectively.
Maybe increase the streaming data buffer to 512k

The crossfader was the culprit. It must have been in a buffer fight with Winamp. Thank You!
