Switch from Fallback to Live Stream

My station is not always streaming live, so it gets the Fallback mp3 file during the non live streaming. My question are:

1. How much time does it take to let the listeners connect to a live stream once the DSP on Winamp is sending data to the server? (I made some tests and it's about 10-15 min delay)

2. Is there a way to reduce that amount of time?

Bitrate you are using sets the time
the lower the bitrate , the longer it takes for the sound to travel

I get it, but that would be 64k and that's too low.

Now It came up something worse. Now that my station was moved to the "for business" section, there is no "save" or "upload" option under the fallback file settings. Any ideas?
