Crashing sound at shoutcast streaming

When i stream with winamp dsp or sam broadcast, sometimes only the streaming sound crashes and makes a distortion at both music and mic. After a while it fixes by itself but it can happens again. This happes only at streaming sound, not from my sound card output.
Reebooting the pc fixes the problem temporarily but randomly can happen again.
I noticed that this may happens when i open folders and use some other programms while streaming simultaneously.

I know some other people that have the same problem.

My Specifications: AMD ATHLON 1,1Ghz 1G RAM
SOUND BLASTER LIVE 5.1
streaming at 52kbps mp3 or 32kbps aac


Do you think that is the cpu or memory? (maybe taskbar programs like antivirus)
