A Timeout for Radio Stations if buffer = 0%

I would like the playlist to advance to a new shoutcast station that is in the playlist when the current station buffer Reaches 0% and there is no output for say 30 seconds or have it user configurable for selected timeout.

The condition happens when you are on an openvpn remote network and you reboot the server.
Also when the server reboot has finished and the openvpn link is up winamp wont resume stream until you click on it.

If you kill the shoutcast server before the reboot of the server winamp goes to another station and tries a new connections.
