Looking for a limiter/compressor

I use the ShoutCast plugin with the line-in feature, so I am never playing any audio files in Winamp.

Now here is the question. What can be done to get a limiter/compressor in use? Any combo of virtual sound cables/soundcards?

What is the leading software solution for this, and what is a cheap/free way to do this?
