People cannot connect to my server?!

First, I want to apologize for making this topic because I am very sure something like this is discussed everyday.

I tried to search for same topic but i just couldnt find one.

I got everything running great, shoutcast added my server and everything, but I cannot connect to it from a different computer.

This is my IP

What I tried doing on the other computer is

click "tune in" download the .pls file

then loading it into winamp and playing it.

What happened was it said [connecting]

then became [timed out]

is this the right way to tune in?
