Yeah, it is. The program that comes with NSIS called "MakeLangID.exe" doesn't say it but this MSDN page talks about combinations of language codes. I just don't know why it doesn't have primary and secondary language names.

OpenOffice.org 2.0 have recently migrated to be using NSIS as an installer. Is there an indication of when the Welsh translation would be available for use?

I understand that OOo is due for release in June...
