start a network resource on a fixed time

Hello to concerned technical personnel. I wanted to know how to activate a programme, network, resource on a fixed time on a daily basis. For example i wanted to start a network url to get playing daily morning at 07:00 am and the same URL to start playing at 16:30 hrs daily. kindly guide in this regard.

create a batch file that points to the url, and then have the OS scheduler run the batch file at that time.

this assumes the url ends in an extension registered to winamp, (like *.pls).
