The SHOUTcast stations in the Internet Radio section in the Media Library are offered in a specific bitrate. You can see the bitrate in the Bitrate column. You cannot change that bitrate yourself; what's available is available.
Some stations offer different streams at different bitrates.

You can make the ML only show stations with a high bitrate by clicking the bandwidth dropdown box at the top and selecting Broadband. If you do that, only the stations with a bitrate of 64kbps or higher will be listed. You can sort on bitrate by clicking the Bitrate column; that way the stations with a high bitrate will be listed together at the bottom.

To get more radio stations, increase the number here:
Prefs (Ctrl+P) > Media Library > tab Online/Streaming Media > click 'Modify Preferences' button > 'Limit number of listings fetched to xxxx streams.'

If you set it to about 9000, you will have them all.

If you're bored go here or, if the boredom is more serious, here.

Can't think of any reason why Winamp would even want to restrict d/l speed.
This is most likely net congestion or overloaded servers at the broadcast end.

A couple of things you can try in Winamp :

Prefs(Ctrl+P) > Input > Nullsoft MPEG decoder > Streaming Tab >

Increase 'Streaming Data Buffer' to 128-256K

Play with the 'Streaming Prebuffer' settings. Default is around 40%(start) and 75%(underrun).

Damn, I really should read more carefully. Although it would have helped if The_MichMan had used some punctuation marks in his post. :/

Thanks for standing by, uj.
