I can't seem to broadcast above 56k and 44.1khz...
Anyone know why?

Okay...now it does go above, but it still sounds like 56k. I have it on 128k 44.1khz stereo, and it sounds like 56k.

Oh, and to add insult to injury, now I can only select mono. Anything over 22 khz will NOT work.

In the Winamp DSP, change all the encoders to 320, except set Encoder 5 to the bitrate you want. Change the settings to use Encoder 5.

You may have several problems going on -- first make sure that your MP3s are at least the bitrate you want to broadcast in -- it will do you no good to try to upsample 24k/mono MP3s to 128k/stereo.
In the WinAMP MPEG Audio Decoder input plugin, encoder tab, make sure that "Allow Stereo Input" and "16-Bit" are checked and "Quality" is Full. Don't play with these things unless you know what you're doing. Once you are streaming, the available options will be limited.
