low bitrate question

I'm using for my low-streams a mp3 bitrate of 64kbit for mobile devices. The Khz value is there 22050 khz. But if i load the stream on a mobile device (android and iOS) with the <audio> tag, then the device needs ca. 10 sec before i can listen to the stream. But the connections is ready since i pressed play. If i'm trying it with my 192kbit stream then it needs not more than 3 sec. on the mobile device. Any ideas why it will not work in same short time with a low bitrate?

they must be using a fixed buffer size and are waiting for it to fill to a specific level instead of basing it on the audio information and using that information to then determine how much to pre-buffer before playback starts. best to log a bug report / request with the app being used as I don't see how anything can be done on the DNAS side (especially as the version in use by default works on an adaptive buffer size as the app would also need to do).
