Listening problem...stream starts in same place every time

Ok, I've been having this problem for a long time...I searched this forum and havn't found the answer. Everytime I listen to any kind of shoutcast or other mp3 stream, the stream starts at the same place every time. This happens with all streams...after the first time I load the stream, it starts at the same place it did the first time, instead of whatever song the playlist says it should be playing. (this doesn't seem to happen with Live365 streams, and it happens with other players besides winamp, like WMP)

I am on a university computer with proxy and firewall but everything else works (other multimedia, IM, etc) and I'm not sure whether that has anything to do with it.

I could really use some help...
