Midi program change in MP3?

Is it possible to embed midi prog changes within an mp3. I use Winamp to play backing tracks, but wanna change guitar fx pedal via midi prog change as mp3 is playing..any ideas?? Cheers. (I Use Sonar 5, Wavelab, Acid 5, to create my own backing tracks ).

I know this post is old but I'm also looking for a solution to this...
I've tried the oxo midi controller plugin and try to modify it... dead end...
I started to read about how to create a DIY plugin, but it was just too much for me... I guess I just don't have the "programmer" gen...
Basically I need to send a MIDI Program Change (PC) number to the USB MIDI OUT device (on win10). And the PC# is defined as the playlists song name first 3 characters... sounds simple, right?
