Is there a volume balance setting/plugin?

I have a large mp3 collection and many of them are at different volumes. Is there a setting or plugin that will balanace the volume between each mp3?

Yes. They are called 'normalizers'.
A better idea than a plugin would be to d/l a program to do it all at once (although at a slight loss of quality).
