I am wondering if WinAmp is capable of reading MPEG video streams. I heard a rumor that it can't and was wondering if there is any truth to it.

WinAMP is an Audio player. You would have to search for an Input plug-in that supports MPEG Video streaming or use a different video player. (I don't know if any input plug-ins support MPEG video streaming, don't ask, go to the plug-ins section and search)
