Directsound output problems after Windows 10 1803 update

I'm having issues with sound playing choppy after the windows 10 1803 update. The problem seems to be the Nullsoft DirectSound Output 2.64 plugin. I tested with another output plugin
(OpenAL output) and it solved the problem. The only issue is that it doesn't support 24bit output.

I found a workaround to this issue. The Nullsoft DirectSound Output 2.64 plugin works well if I have VLC open. As soon as I close VLC the sound gets choppy immediately. Is there a fix or is another output plugin available that fixes this and supports 24bit?
